VIP vs. Choice Numbers: What's the Difference?

The RTO categorizes special registration marks into two primary buckets based on market demand:

  • Premium VIP Numbers (e-Auction): Highly coveted numbers like 0001, 9999, 0786, or 1111 are locked behind an e-auction system. You must pay a base reserve price just to bid, and the highest bidder wins the plate.
  • Choice Numbers (Direct Allotment): Less competitive patterns, such as a birth year (e.g., 1995) or random memorable sequences (e.g., 1212), can often be purchased for a lower, fixed base fee on a first-come, first-served basis without an auction.

Each state RTO sets its own fee structure, but the system generally follows a tiered pricing model. The prices below represent the standard Minimum Reserve Price (EMD) required just to start bidding (using Delhi/Haryana as a baseline benchmark):

Step-by-Step Booking and e-Auction Process

If your number is available in a premium tier, you must participate in the online e-auction.

Register as a Public User

Go to the Parivahan Fancy portal, click "New Public User," and set up your account using your mobile number and email ID.

Select Your Number

Log into your dashboard, choose "Number Selection," input your vehicle category (LMV, two-wheeler), and select your desired fancy number.

Pay the Entry Fees

You must pay two fees online to lock in your bid: a non-refundable registration fee (usually ₹1,000) and the refundable Base Reserve Price (EMD) for your specific number category.

The e-Auction Window

If multiple users select the same number, it triggers an online auction. Bidding typically stays open for 3 days. You can raise your bid in fixed increments (e.g., ₹10,000 for premium tiers).

Once the auction concludes, the highest bidder is declared the winner. You will be notified via SMS/email.

What to Do After Winning

Winning the auction is only the first part of the process. You must officially bind the number to your vehicle before it expires.

Pay the Balance Amount

If your winning bid exceeded your initial deposit (EMD), you must log in and pay the remaining balance to generate your official Allotment Letter.

90-Day Registration Limit

You have exactly 90 days to officially register a vehicle with this new number at the RTO. If you miss this deadline, the number is forfeited, and your money is not refunded.

Frequently Asked Questions

What happens to my money if I lose the e-auction?
If you are outbid and lose the auction, the Reserve Price (EMD) you initially deposited is fully refunded to your original payment method. However, the ₹1,000 initial registration fee is strictly non-refundable.
Can I book a fancy number before I buy a car?
Yes, you can secure the allotment letter beforehand. However, you must purchase a vehicle and complete its RTO registration using that allotment letter within 90 days, otherwise the booking expires.
Do I still need an HSRP for a VIP number?
Absolutely. A fancy number does not exempt you from High-Security Registration Plate (HSRP) laws. Once you receive your fancy number allocation, your dealer or an authorized vendor must physically print it onto a standardized, color-coded HSRP plate.
Why did my payment get deducted but the number isn't booked?
This usually happens due to Vahan server timeouts. Wait 15 to 30 minutes and check the "My Transactions" tab. Do not attempt a second payment until you verify that the first one completely failed.
