Driving Licence in India

A driving licence (DL) is a mandatory document issued by the Regional Transport Office (RTO) that permits you to drive motor vehicles on public roads in India. It is governed by the Motor Vehicles Act, 1988 and managed through the Sarathi Parivahan portal, the central government platform for all DL-related services across every state and union territory.

Types and vehicle classes

Your driving licence specifies which categories of vehicles you are authorized to drive. You can hold multiple classes on a single licence. The most common classes for personal vehicle owners are:

MCWG

Motorcycle with Gear

All motorcycles and scooters, with or without gear. The most commonly held class in India. Minimum age: 18 (16 for gearless vehicles up to 50cc).

LMV

Light Motor Vehicle

Cars, jeeps, vans, and other four-wheelers up to 7,500 kg gross weight. For personal (non-transport) use. Minimum age: 18 years.

HMV / HGV

Heavy Motor Vehicle

Trucks, buses, and heavy goods vehicles. Requires a transport licence. Minimum age: 20 years. Medical certificate is mandatory.

TRANS

Transport Vehicle

Taxis, auto-rickshaws, e-rickshaws, and commercial passenger vehicles. Requires a transport DL badge. Minimum age: 20 years.

You can add vehicle classes to your existing DL at any time by applying through the Sarathi portal. For example, if you currently hold an MCWG licence and want to add LMV (car), you apply for an "Additional DL Endorsement" without needing a new licence number.

Key facts at a glance

The essential numbers and rules worth knowing before you apply — validity, age limits, fees, and penalties. Exact figures can vary slightly by state.

Validity

20 years or until age 50

Whichever comes first. After age 50, the DL is renewed for 5-year periods. Transport licences are renewed every 3 years.

Minimum Age

16 / 18 / 20 years

16 for non-geared two-wheelers up to 50cc. 18 for motorcycles and cars. 20 for commercial and transport vehicles.

Fees

₹150 for LL, ₹300+ for DL

LL test fee is around ₹150 to ₹200. DL test and smart card charges are ₹300 to ₹600. Fees vary slightly by state.

Penalty for Driving Without DL

₹5,000 fine

Under Section 181 of the MV Act. Repeat offenders face higher fines and potential vehicle seizure.

Digital DL

Legally valid since 2019

The digital driving licence on DigiLocker or the mParivahan app is accepted by traffic police across India.

Official Portal

sarathi.parivahan.gov.in

All DL services across every state and UT are managed through this single portal. Aadhaar authentication enables contactless processing.

How to download your driving licence

Once your DL is issued, you do not have to wait for the physical smart card to arrive by post. You can download a legally valid digital copy in minutes from either the Sarathi portal or DigiLocker. Here is the fastest route.

1

Open DigiLocker or mParivahan

Use the DigiLocker website/app or the mParivahan app. Both pull your DL directly from the central transport database.

2

Verify with your mobile number

Sign in with the mobile number linked to your DL and enter the OTP. Aadhaar-linked accounts pull records instantly.

3

Search and fetch your DL

Select "Driving Licence" under the Ministry of Road Transport & Highways, enter your DL number, and fetch the document.

Download the PDF

Save the digital DL to your phone. It carries a QR code and is accepted by traffic police across India.

How to verify a driving licence by number

You can confirm whether a driving licence is genuine, active, and who it belongs to using the official Parivahan portal. This is useful when hiring a driver, buying a used vehicle, or simply checking the status of your own DL.

e.g. Parivahan — Know Your Licence Details

1

Go to the Parivahan portal

Visit parivahan.gov.in and open the "Online Services" menu, then choose the licence-related services section.

2

Select "Know Your Licence Details"

This is the public lookup tool that returns the status and basic details for any valid DL number.

3

Enter the DL number and date of birth

Type in the licence number and the holder's date of birth, then complete the captcha to continue.

View the details

You will see the holder's name, validity, vehicle classes, and the issuing RTO. If nothing shows, the number is likely incorrect.

Driving Licence Fees

Fees for DL services are set centrally under the Central Motor Vehicle Rules, so they are broadly the same across the country. States may add a small service or smart-card charge on top. The figures below are indicative.

Service Typical Fee
Learner's Licence (per class of vehicle) ₹150
Learner's Licence test fee ₹50
Driving test (per class of vehicle) ₹300
Issue of Driving Licence (smart card) ₹200
Renewal of Driving Licence ₹200
Duplicate Driving Licence ₹200
Change of address or other details ₹200
Adding a new vehicle class (endorsement) ₹500
International Driving Permit ₹1,000

** Indicative central fees. Renewing after the grace period attracts an additional late fee per year. Confirm exact amounts for your state on sarathi.parivahan.gov.in.

Validity and expiry rules

How long your DL lasts depends on your age and the type of licence. Driving on an expired licence is treated the same as driving with no licence at all, so it is worth knowing exactly when yours runs out.

Private DL (before age 50)

Valid for 20 years

Or until you turn 50, whichever comes first. This covers MCWG and LMV personal-use licences.

Private DL (after age 50)

Renewed every 5 years

Once you cross 50, the licence is issued for shorter 5-year cycles and may require a medical certificate.

Transport / Commercial DL

Renewed every 3 years

Commercial licences have shorter validity and need a fresh medical certificate at each renewal.

Renew within the grace window. You can renew without complications up to one year after expiry. Renewing in the 30 days before expiry keeps the process simplest.

Lapsed more than a year? Renewal usually involves a late fee, and after a long lapse the RTO may ask you to clear a fresh driving test before reissuing.

Driving on an expired DL is an offence. It is treated as driving without a licence, carrying a fine of up to ₹5,000 under the Motor Vehicles Act.

Learner's Licence vs Driving Licence

These two are often confused. A Learner's Licence (LL) is the temporary, supervised stage that comes first. The permanent Driving Licence (DL) is what lets you drive on your own. Here is how they compare side by side.

Learner's Licence

Purpose
Learn and practice under supervision
Test
Theory test on signs & rules
Validity
6 months
Conditions
"L" plate + licensed driver alongside

Driving Licence

Purpose
Drive independently on public roads
Test
Practical on-road / track test
Validity
20 years or until age 50
Conditions
No supervision required

The two are sequential, not separate choices. You must hold an LL for at least 30 days before you can apply for the permanent DL test, and the DL test must be taken within 180 days of getting your LL.

Documents required

The paperwork is straightforward and most of it can be uploaded digitally. If your Aadhaar is linked, age and address proof are often verified automatically. Keep scans of the following ready.

For a Learner's Licence

  • Proof of age (Aadhaar, PAN, birth certificate, or 10th marksheet)
  • Proof of address (Aadhaar, passport, utility bill, or voter ID)
  • Identity proof and recent passport-size photographs
  • Form 1 self-declaration of physical fitness
  • Form 1A medical certificate (for transport class or applicants over 40)

For a Permanent Driving Licence

  • Valid Learner's Licence and its LL number
  • Proof of age and proof of address
  • Recent passport-size photographs
  • Form 1A medical certificate (where applicable)
  • Application fee paid online, plus your booked driving test slot

Frequently asked questions

Quick answers to the things people most often ask about driving licences in India.

Can I apply for a driving licence completely online?

The Learner's Licence can be applied for and, in most states, tested entirely online through the Sarathi portal with Aadhaar authentication. The permanent DL still requires you to appear in person for the practical driving test at your RTO.

How long does it take to get a permanent DL?

After passing your driving test, the DL is usually approved within a few working days and the smart card is dispatched by speed post within two to three weeks. The digital copy is available to download well before the card arrives.

Is a digital driving licence legally valid?

Yes. A DL shown from DigiLocker or the mParivahan app has been legally accepted across India since 2019. You are not required to carry the physical smart card if you can produce the digital version.

Is my driving licence valid in other states?

A DL issued by any RTO is valid throughout India. If you move permanently to another state you do not need a new licence, but you should update your address on the existing DL through the Sarathi portal.

What happens if I fail the driving test?

You can re-book and re-attempt the test, usually after a short waiting period of about seven days. As long as your Learner's Licence is still valid, there is no limit that prevents you from trying again.
